Why do I only get a few minutes of hot water?
The lower element has almost certainly failed. The upper element still heats the top of the tank, so the first draw is genuinely hot and then runs straight to cold.
My breaker keeps tripping. Is it safe to keep resetting it?
No. A water heater breaker that trips repeatedly usually means an element has shorted to the tank, and resetting it does not change that. It should be tested before being put back into service.
